The Honolulu Police Department is the sole police agency for all of Honolulu County, which is the full island of Oahu. HPD HQ sits at 801 South Beretania Street, Honolulu, HI 96813. The main phone is (808) 529-3111 and runs around the clock. The Records Division is at the same address and handles in-person requests from 7:45 AM to 4:30 PM, Monday through Friday. Call (808) 529-3191 for report copies or questions on a specific case number.

HPD posts an arrest log on its web site. The log is free and updated often. It shows arrest date, the arrestee's name and age, the offense charged, and the arrest location. These logs cover every Honolulu County busted mugshots case where a person was booked into custody. For the narrative report and supplements, you have to file a full records request with the Records Division. That paper work runs under the UIPA and is priced at $5.00 for the first page and $0.25 for each page after that.

HPD is also a Public Access Site for the Hawaii Criminal Justice Data Center. You can walk in and pay $25 for a state conviction record printout. Staff can help with the name-based search and print the hit on the spot. This is helpful when you want a state record and do not want to wait for an eCrim mail result.

City and County of Honolulu

Honolulu is a unified city-and-county, which is a one-of-a-kind setup in Hawaii. The City and County of Honolulu gives public safety services for all of Oahu through HPD and the Department of Emergency Services. Public records for most county offices are kept in line with the UIPA under HRS Chapter 92F. The Department of the Corporation Counsel handles legal matters, including record request appeals and litigation.

The Honolulu Police Commission gives civilian oversight of HPD. The commission takes complaints, reviews officer conduct, and makes policy calls. Complaints go on HPD Form 195, the "Request" form. The commission's office is in Honolulu Hale at 530 South King Street, phone (808) 768-3820. Meetings are public under Hawaii's Sunshine Law, and agendas and minutes are open records. Annual reports sum up complaint activity and any discipline that came out of it.

OCCC and Oahu Inmate Records

The Oahu Community Correctional Center (OCCC) is the main jail for Honolulu County busted mugshots. It is the biggest jail in the state. OCCC sits at 2199 Kamehameha Highway, Honolulu, HI 96819, and can be reached at (808) 832-1777. It takes pre-trial detainees and sentenced misdemeanants from all of Oahu. People booked here come through HPD, the Sheriff Division, and joint task forces with state and federal agents.

The Department of Corrections and Rehabilitation runs OCCC along with all other state jails. The DCR online inmate search lets you look up anyone in custody. Results show name, booking number, charges, custody level, and a projected release date. Sentenced inmates may move from OCCC to Halawa Correctional Facility on Oahu or to a contract prison out of state. That is why the facility field on the record may shift over time.

OCCC visits must be set up in advance. Visitors must be on the inmate's approved list. Rules for phones, tablets, and mail come from the DCR policy handbook, which is on the site. Calls run through Global Tel Link and may be monitored. For visit or phone questions, call the OCCC front desk. For records tied to an inmate's time in custody, file a UIPA request with DCR.

Note: The DCR inmate search covers all of Hawaii, so an Oahu booking may show up at a facility on another island if the person was moved.

Honolulu Prosecuting Attorney

The Honolulu Prosecuting Attorney reviews arrests made by HPD and files charges in the First Circuit Court. The office sits at 1060 Richards Street, Honolulu, HI 96813, and can be reached at (808) 768-7400. The office hours are 7:45 AM to 4:30 PM, Monday through Friday, except state holidays. Charge files, plea deals, and case dispositions are kept here and show up in the court file too.

The Victim Witness Assistance Program runs out of the Prosecuting Attorney's office. Staff help victims track a case, attend hearings, and make a restitution claim. If you are tied to a Honolulu County busted mugshots case as a victim or witness, the program is your first call.

Charges files are a public record under HRS Chapter 92F, but some items inside the office file may be redacted. Victim identifiers, grand jury material, and attorney work product often get pulled before release. The office posts press releases on major cases, and those are open to the public right away.
