East Honolulu Busted Mugshots Records

East Honolulu busted mugshots are handled by the Honolulu Police Department, which patrols Kahala, Hawaii Kai, Aina Haina, and Niu Valley. Arrest records pass through HPD Main Station Records, then to the First Circuit Court or Family Court for case files. This area is mostly residential, so the arrest log here shows more DUI, domestic, and property cases than the urban core. You can start your search on eCourt Kokua, then follow up with HPD Records by phone or in person for booking logs.

UIPA Rights for East Honolulu Arrest Records

Under HRS Chapter 92F, the Uniform Information Practices Act, the public has a right to see most government records. Arrest logs kept by HPD are open. So are booking sheets and most court files. HPD must respond to a request within 10 business days. The agency can ask for more time if the file is large or old.

Some items stay closed. Juvenile arrest files are sealed under HRS 571. Active investigation files can be withheld under HRS 92F-13. Mugshot images themselves are held back in most cases, as HPD treats the photo as a law enforcement tool, not an open log entry. The Office of Information Practices is at oip.hawaii.gov. That office reviews denials. If HPD says no, you can ask OIP to look at your case.

You can also reach the Hawaii Attorney General at ag.hawaii.gov for general state law questions. The AG's office does not handle records requests for HPD but does run the HCJDC that holds state-level arrest data. Requests for state criminal history go through HCJDC, not the main AG office.

OCCC Booking for East Honolulu Arrests

Adults arrested in East Honolulu are booked at the Oahu Community Correctional Center. OCCC is at 2199 Kamehameha Highway, Honolulu, HI 96819. The main line is (808) 832-1777. OCCC handles all Oahu jail intake, so a person picked up in Hawaii Kai or Aina Haina will be processed there along with everyone else from across the island. More info is at dps.hawaii.gov/occc.

Booking at OCCC creates a file with name, date of birth, charge, arrest date, and booking number. Staff take fingerprints and a booking photo. That photo is the busted mugshot. To find out if someone is still in custody, call OCCC. You can also use the statewide inmate locator run by the Department of Public Safety.

  • Name, date of birth, and booking number
  • Arrest date and time
  • Charge and statute number
  • Bail amount if set
  • Court date and courtroom

Anyone released on bail or on their own recognizance leaves OCCC with a notice to appear. The case then moves to District Court on the date listed. People held for longer sentences may be sent from OCCC to other facilities in the state system. The statute that backs the collection of fingerprints and booking data is HRS Chapter 846.

Clearing East Honolulu Arrest Records

An arrest that did not lead to a conviction may be eligible for expungement under HRS Chapter 831. The first expungement costs $35. Any later ones cost $50. You apply through HCJDC. Read the steps on the expungement FAQ.

An expungement hides the arrest from the public view in the state system. It does not erase the HPD booking sheet or the court docket, but it does remove the entry from a state criminal history report. Dismissed cases, cases where a grand jury did not indict, and acquittals are common grounds. Some drug cases and first-time offender cases also qualify after a waiting period.

Note: Processing an expungement can take several months, and HCJDC will mail the final order once the review is done.
