Waipahu Overview
HPD Waipahu District Arrest Log
The HPD Waipahu District Station runs patrol for Waipahu and most of the Ewa District. Officers cover Waipahu Town Center along Farrington Highway, the Industrial Area near the old Oahu Sugar Company mill, Waipahu High School, and the residential blocks around Waipahu Cultural Garden Park. Arrest logs and booking records are still held by HPD Main Station Records at 801 South Beretania Street, Honolulu, HI 96813. The records line is (808) 529-3191. See honolulupd.org for the full list of district stations.
The main HPD department page gives a quick view of the district setup that covers Waipahu.

Police reports cost $5 for the first page and $0.25 per page after. The Waipahu arrest log is open to the public under HRS Chapter 92F. The diverse Filipino, Hawaiian, and Pacific Islander community in Waipahu is served by HPD district officers. Routine calls cover DUI, theft, and drug cases. The Leeward Coast Bus Transit Center sees a steady flow of traffic that ties into the arrest log as well.
Note: HPD does not release mugshot images as part of the general arrest log, but the booking sheet showing name, date, and charge stays open.
First Circuit Court for Waipahu Arrests
Waipahu criminal cases go through the First Circuit Court. The main courthouse is Ka'ahumanu Hale at 777 Punchbowl Street, Honolulu, HI 96813. The District Court of the First Circuit sits at 1111 Alakea Street. Many leeward Oahu cases also go through the Kapolei Courthouse, which is a short drive from Waipahu. Online, eCourt Kokua runs at courts.state.hi.us.
eCourt Kokua shows party names, case numbers, charges, and hearing dates. Mugshots are not on the site. For the full file or certified copies, go to the clerk at Punchbowl or Kapolei. Court documents cost $3 for the first 30 pages and $0.10 per page after. A quarterly bulk subscription is $125. A yearly one runs $500. More on the Hawaii Judiciary is at courts.state.hi.us.
Felony cases begin with arraignment in District Court. They then pass to Circuit Court for grand jury. Misdemeanors and petty cases stay in District Court. Juvenile cases go to Family Court inside the First Circuit. Domestic cases tied to Waipahu homes often settle in District Court after a short set of hearings.
HCJDC Criminal Records Access
The Hawaii Criminal Justice Data Center keeps the master state criminal history file. For Waipahu busted mugshots, the HCJDC public access office is at 465 South King Street, Room 102, Honolulu, HI 96813. Phone (808) 587-3279. Visit ag.hawaii.gov/hcjdc for forms and fees. The office covers all of Oahu.
The HCJDC site below shows how Waipahu residents can pull records online or in person.

Online, the state runs eCrim. A basic name search costs $5. A full conviction report costs $12. eCrim only shows Hawaii convictions. For pending case info, use eCourt Kokua. A name check in person at HCJDC costs $30. A fingerprint check in person is $55, and by mail it is $35. Public Access Site printouts cost $25 each. The site list is at ag.hawaii.gov/hcjdc/public-access-sites.
OCCC Bookings from Waipahu
Adults arrested in Waipahu are booked at the Oahu Community Correctional Center. OCCC is at 2199 Kamehameha Highway, Honolulu, HI 96819. The main line is (808) 832-1777. It is the main jail for all of Oahu. A Waipahu arrest moves from the district station to OCCC for intake. Staff take fingerprints and a booking photo. That photo is the mugshot stored in the state system. More info is at dps.hawaii.gov/occc.
Booking at OCCC creates a file with name, date of birth, charge, arrest date, and booking number. Bail, if set, is listed there too. The statute that backs the fingerprint and photo process is HRS Chapter 846. To find out if a person is in custody, call OCCC at the number above.
- Name and date of birth
- Booking number and date
- Charge and statute cite
- Bail amount, if set
- Next court date
Most people booked in Waipahu are held pretrial at OCCC or released on bail. Short sentences are served on site. Long sentences may move the person to another facility. The Department of Public Safety inmate locator lists adults in the state system. Juveniles do not appear on the locator, since juvenile records are sealed under state law.
UIPA Records Requests for Waipahu
Under HRS Chapter 92F, the Uniform Information Practices Act, the public has a right to see most government records. Arrest logs kept by HPD are open. Booking sheets and most court files are open too. HPD must respond to a request within 10 business days. Large or old requests can get more time.
Some items are closed. Juvenile files are sealed under HRS 571. Active investigation files can be held back under HRS 92F-13. Mugshot images are not part of the open log. The Office of Information Practices at oip.hawaii.gov reviews denials. If HPD or the court says no, you can ask OIP for a review. The Attorney General site at ag.hawaii.gov has general state law info.
Licensing records for regulated jobs are at dcr.hawaii.gov, which is a different system from HCJDC. That site is run by the Department of Commerce and Consumer Affairs. It is useful if you want to check a professional license, not a criminal record. For the criminal history side, stay with HCJDC and eCrim.
Sealing Waipahu Arrest Records
Some Waipahu arrests can be expunged under HRS Chapter 831. The first expungement costs $35. Any later ones cost $50. You apply through HCJDC. The expungement FAQ walks through who qualifies and how long it takes.
An arrest that did not lead to a conviction is the most common case. Dismissed cases, cases where the grand jury did not indict, and acquittals often qualify. Some drug cases and first-time offender cases can also be sealed after a waiting period. An expunged record is hidden from the public state file, but the HPD booking sheet and the court docket still exist in the underlying systems.
Note: Waipahu residents use the same HCJDC Honolulu office that serves the rest of Oahu, and orders come back by mail after the review.
