Urban Honolulu busted mugshots HPD main station

HPD charges $5 for the first page of a police report and $0.25 for each page after that. Mugshot images are not released to the general public in most cases. The subject of the record, an attorney of record, or a next of kin can get more. Under HRS Chapter 92F, the Uniform Information Practices Act, arrest logs and basic booking info are open to any member of the public.

Note: Mugshot photos held by HPD are not part of the open arrest log. You must have a qualifying interest to obtain the image itself.

Urban Honolulu Busted Mugshots at First Circuit Court

Once an arrest leads to charges, the case moves to the First Circuit Court. The main courthouse is Ka'ahumanu Hale at 777 Punchbowl Street, Honolulu, HI 96813. The District Court of the First Circuit sits at 1111 Alakea Street. Both buildings hold booking and arraignment paperwork. You can look up criminal case info through eCourt Kokua at courts.state.hi.us.

eCourt Kokua shows party names, case numbers, charges, and hearing dates. It does not show mugshots. For full case files or certified copies, go to the clerk's window on Punchbowl. Court documents cost $3 for the first 30 pages and $0.10 per page after. A bulk subscription runs $125 per quarter or $500 per year. The Hawaii Judiciary site at courts.state.hi.us has more info.

Felony cases start in District Court for preliminary hearings. They then move up to Circuit Court for trial. Misdemeanor and petty cases stay in District Court. Urban Honolulu sees a high volume of DUI, theft, and drug cases due to its dense population and Waikiki tourist traffic.

HCJDC and eCrim for Urban Honolulu

The Hawaii Criminal Justice Data Center keeps the master state arrest file. For Urban Honolulu busted mugshots, the HCJDC public access office is at 465 South King Street, Room 102, Honolulu, HI 96813. Phone (808) 587-3279. It holds conviction data and criminal history from all counties. Visit ag.hawaii.gov/hcjdc for the full list of services.

Online, the state runs eCrim. A basic name search costs $5. A full conviction report costs $12. The eCrim site only shows convictions, not pending cases or arrests that did not lead to charges. For pending case info, use eCourt Kokua. The system shows charges, hearing dates, and court orders.

  • eCrim full report: $12 per subject
  • HCJDC in-person name check: $30
  • HCJDC fingerprint check in person: $55
  • HCJDC fingerprint check by mail: $35

The full list of Public Access Sites across the state is at ag.hawaii.gov/hcjdc/public-access-sites. A printout from a Public Access Site costs $25. Common FAQs are at the criminal history FAQ page.

Honolulu Prosecuting Attorney Records

The Department of the Prosecuting Attorney for the City and County of Honolulu handles charging for all Urban Honolulu arrests. The office is at 1060 Richards Street, Honolulu, HI 96813. Phone (808) 768-7400. The office decides which cases move forward as felonies, misdemeanors, or petty offenses. Its files link to the underlying busted mugshots and booking slips held by HPD.

Case screening and charging records held by the prosecutor are part of the public record once a case is filed. Before a case is filed, most of the file stays closed under HRS 92F-13. That rule protects active law enforcement work. Once charges are brought, the court file opens up. You can look up the case on eCourt Kokua and then pull the charging document from the court clerk.

The Honolulu Attorney General at ag.hawaii.gov oversees statewide criminal justice policy. The Office of Information Practices at oip.hawaii.gov handles disputes when an agency refuses a records request. If HPD or the prosecutor denies your request for an arrest record, you can file a complaint with OIP and ask for a review.

Expungement and Sealing of Records

Not all Urban Honolulu busted mugshots stay in the state system forever. Under HRS Chapter 831, some arrests can be expunged. The first expungement costs $35. Any later ones cost $50. You apply through HCJDC. An expungement removes the arrest from the public record held by the state. The FAQ at the expungement FAQ page walks through who qualifies.

You may qualify if the arrest did not lead to a conviction. This covers cases dropped by the prosecutor, cases where a grand jury did not indict, and cases where you were found not guilty. Some drug cases and first-time offender probation cases can also be expunged. An expunged record is sealed from public view but may still show up in some federal background work, so read the FAQ first.

Note: Expungement in Hawaii removes the record from the state criminal history but does not erase the court file or the original HPD booking record.

Certified Copies and Request Options

If you need certified copies of Urban Honolulu busted mugshots or related court orders, you have three main options. The HPD Records Section at 801 South Beretania gives you police reports and arrest logs. The First Circuit Court clerk on Punchbowl gives you court orders, bail papers, and judgments. HCJDC at 465 South King Street gives you statewide criminal history in a certified format.

Certification fees run $20 per document from HCJDC. Duplicate certified copies are another $20 each. HPD and the court charge per page. Mail-in requests take longer to process. Walk-in requests at HPD Records are usually same-day. Court requests depend on the age of the file and whether it has been pulled to the archive. Older cases may take several days. The Department of Commerce and Consumer Affairs, which is not the same as HCJDC, keeps licensing records at dcr.hawaii.gov for some regulated professions.
